Procurement and Contract Manager

About the Role: Working within the Centre of Excellence, the Procurement manager will undertake a range of concurrently delivered procurement and contract management activities in support of establishing contract arrangements with external service and goods providers.
This position will maintain the procurement plan, liaising with Procurement ACT, Infrastructure Canberra and Procurement and Contracts team to ensure that procurements are conducted efficiently and within the institution and ACT Government procurement guidelines.
Reporting to the Program Lead Centres of Excellence, this role will support the procurement and contract management of goods and services aligned to the Commonwealth and ACT Government agreed funding initiatives.

Responsibilities:
The Procurement and Contracts Manager will be required to undertake duties, under limited direction including but not limited to:
- Manage a range of tasks associated with Procurement and Contract management for services, goods, equipment, and projects including management of procurement timeframes and risks.
- Work closely with Procurement and Finance teams to produce all procurement documentation and manage procurement activities (primarily RFQ and RFT processes) and contract management activities.
- Develop contracts and agreements, managing the contract execution process, contract reporting requirements, and risk management.
- Develop internal briefs to seek appropriate feedback and approvals.
- Manage operational procurement plans and procurement documentation to coordinate timely and compliant delivery of purchasing activities.
- Conduct assurance reviews and reporting for procurement and contract management activities.
- Develop and maintain effective working relationships with internal and external stakeholders, including Procurement ACT, Infrastructure Canberra and corporate teams.
- Contribute to the development of project documentation and processes to ensure alignment with government agreements and reporting and development of operational procedures and practices.
- Work collaboratively with the EV team to research appropriate goods, services and equipment to develop fit-for-purpose procurement processes. Work collaboratively with Campus renewal to develop the procurement strategy and associated procurements for the EV Facility upgrades.
- Maintain accurate and compliant records and record-keeping practices aligned to institute and ACT Government policy and regulatory requirements.
Professional/Technical Skills and Knowledge
- Demonstrated high-level understanding of procurement and contract management guidelines, procedures, and frameworks, with an understanding of ACT Government procurement legislation and requirements.
- Demonstrated high-level experience in conducting government procurement and contract management activities, including creation of procurement plans and request for tender/quotation documentation.
- Experience in delivering high-quality work within strict time constraints, including experience in planning, prioritising and organising work to achieve goals and meet deadlines, and strong capabilities for effectively delivering concurrently coordinated procurement outcomes.
- Strong interpersonal and communication skills, including professional negotiation and liaison skills to work with a range of stakeholders.
- Flexibility and versatility in a changing work environment, maintaining a positive and proactive approach while effectively managing a diverse workload with competing priorities.
