Fixed Term Contract – 12 months
Annual Salary APS 6 - $95,917 - $111,590 plus 15.4% Super
Security Clearance:
Ability to obtain a baseline Clearance is required.

About the role:
- The Senior Procurement Officer will report to, and work with Assistant Director, IT Procurement in Data Projects and Governance. The Senior Procurement Officer is responsible for a range of ICT procurement and contract management delivery and outcomes. The procurement team delivers high quality procurement advice and end-to-end support to the IT teams and ensuring compliance with the Commonwealth Procurement framework, including the Public Governance, Performance and Accountability Act 2013 (PGPA Act), Commonwealth Procurement Rules (CPRs), Accountable Authority Instructions (AAIs) and associated rules, policy, and guidance.
- The Senior Procurement Officer will work closely with key business stakeholders in. This role will need to assist in procurement planning, preparing and delivering procurement documentation, reconciliating contract invoices, liaising with contract vendors, and providing procurement advice and support.
- The position requires the ability to work collaboratively, to think laterally and to develop solutions to procurement issues together with excellent liaison, negotiation, and network building skills.
- The successful candidate will be an experienced and collaborative professional who can deliver accurate and high-quality work within tight timeframes.
- Provide procurement guidance and advice to IT teams on complex procurement and contract management in accordance with Government legislation and policy.
- Facilitate procurement processes including preparing procurement documentation and managing approach to market processes.
- Ensure all process documents are kept to date, maintained and stored in a central document repository.
- Provide advice and assist on contract management activities as required for day-to-day management of contracts and vendor relationship performance management, including facilitating payment of invoices.
- Contribute to the development and continuous improvement of procurement policies and processes in consultation with key stakeholders.
- Identify and develop procurement and contract management training to IT teams.
- Develop and maintain key relationships with internal teams, business stakeholders and external entities to continue to shape the overall delivery of services.
- Assist the Assistant Director, IT Procurement and Director, Data Projects and Governance as required.
In addition to meeting the Integrated Leadership Profile for the APS6 classification the following criteria also apply:
- Demonstrated experience working in procurement in Non-Corporate Commonwealth Entities and a strong understanding of the Commonwealth Government procurement framework.
- Demonstrated experience undertaking end-to-end procurement that includes reviewing, drafting and providing constructive advice on procurement plans, approval minutes, contracts and evaluation reports.
- Demonstrated Contract Management experience.
- Engage and work collaboratively with internal and external stakeholders, including the ability to communicate, influence, negotiate and manage change.
- Experience in successfully delivering outcomes to deadline, using initiative and responding flexibly.
- Effectively manage competing priorities and strategic directions.
- Certificate IV in Government Procurement & Contracts and experience in Finance One is highly desirable.
